With Congress debating the Energy Bill near the end of 2007, the Environmental Defense Action Fund saw an opportunity to positively impact the debate by urging Congress to cap carbon emissions. The principal goal was to target key members of House and Senate to urge them to reduce carbon emissions in the 2007 energy bill. The campaign raised awareness on the issue and the legislation is pending in the Senate.
