  Context:
Attorney General Phill Kline (R) was engaged in a personal crusade against women's health care privacy including forcing health care providers to turn over women's medical records to see if they had had abortions. Meanwhile, crime rates soared as Kline neglected prosecutions.

Our Work:
MSHC Partners developed a model of voters in heavily Republican Kansas whose concerns about privacy and crime trumped party allegiances. Also developed a model of voters likely to participate in the mid-term election without a major contested top-of-the-ticket race, and targeted persuasion communications only to those voters likely to turn out.

Results:
Pro-choice Democratic candidate Paul Morrison won a 58% to 42% victory.
